For that price range use HostGator, pretty good service, cpanel, unlimited domains/emails. Last time I checked it was something like 9.95$ a month.
Whatever you do, don’t go with GoDaddy, they are useless. They would rather spend millions on advertising instead of upgrading their servers or employing competent staff. They will also try and sell you every unnecessary extra when you try to order one simple thing such as a domain name. They are the cowboys of the internet.

EDIT: I agree GoDaddy is garbage. I have had bad experiences with them multiple times.

You have to ask yourself what you need first.
Do you need Email storage and such?
Do you need multiple addresses? for the Emails.
How much room do you need?
I have found that the cheapest is to buy a small server and put apache on it.
Total cost around 1,000 to 1,200 dollars of course you will need to have good internet service to go with it.
If only one site is all you will do. and only a few pages find a free one that will work but they don’t have all the amenities .
The other stuff costs money unless you do it your self simple as that.
I did it. don’t have my own server yet but everything else I made myself.

yahoo , let me just say it’s the worst web host ever ,you can’t even host the amount of domains you want to host . Including FatCow.com. The downtime is way to much , and many files are un-compatible in fatcow for some reason.
