My credit card is declined on Google Adwords?

The first time I tried to buy or pay for something on the internet was 3 days ago when I tried to pay for an Adwords campaign, but I got the message card declined. Afterward I tried to buy somethings from amazon.com, but again the card was declined. I checked the card to see if it’s still working or not and it is working. So, I’m very confused as to why it is declined from Google & Amazon. Do I have to put billing information with the exact spelling the card was filled with?
My address is in Arabic and it can be spelled in different ways in English.
By the way I’m sure the card is authorized for online purchases, so please don’t tell me to check if it isn’t.
