You are talking of two different things

With Adwords, you will be seen ONLY under SPONSORED LINKS column in Google search results in the right side of the screen. You will NOT be in the search results itself. The paid ads are on the side

On the search results, that's called ORGANIC listings. These are not paid, but sites determined to be relevant to the search term based on Google's algorithm. If you are doing Adwords, you won't be seen here as this is free and based only on how Google sees your site in terms of relevancy.

If your goal is to be page 1, then make the ABSOLUTE BEST website that will naturally attract links from other sites. Then and only then will you get into the number one spot.

Remember this — Adwords will only get you on the side of the page, not in the center of the Google search results page.

The higher the amount of money you pay to Google, the higher up on the search result your company will come.

If it's a small company then you're not going to be able to compete with the big companies, they pay top dollar to come up first in searches.

For further information you should contact Google and get a structure outline, there's probably some happy medium that you can live with.
