How to get visitors to your forum?

Soon i will create protal + forum..but the main problem is how to get users to forum..
I will buy 100$ adwords,100$ yahoo ads,200$ msn..
Will i get atleast 100 users?
The main problem is that if i will have only few users on the beggining
why would some1 join this forum…but if i will have 100 users or more there is a bigger chance that some1 will join..
Is there any other way to get users?(paid or free)

    My tips:

    Try to join any other forum that is related to your forum and promote it there,in a right way.Let say your forum is about computer,try to join forum about gadgets.Please don’t spam because other people might hate it.

    Try to exchange link with other website owner.It should increase your traffic.

    You can even use yahoo answer to promote your forum.Answer people’s question and give them your forum link for further explanation.

    The other trick is to use clones.Create a few users and let them discuss and chat a little.In other words,drama.If you are a new user,would you join a dead forum?

    The expensive way is using a paid member.For example,pay a user $0.03 per post.This may not sound pocket friendly but I’ve seen many web developers use this trick.
